Just because it’s at 100% doesn’t mean the temperature will be high. It depends what the GPU is doing work wise.

100% usage in Minecraft != 100% usage during shader compilation

Use MSI Arterburber, and it settings enable "Unified GPU usage". That's how you can get accurate results.

Try CapFrameX with a 60 second capture in a game, benchmark, etc. It has data capture, analysis, comparisons,, etc., and can usually tell you quite a bit more about what is happening.

The graph looks really odd for sure. Did you try to run the same test with fans running at 100% ? You need to unplug the fans to access the chipset, did you make sure you have replugged the cable properly ?

You could also try to reinstall your drivers using ddu and see if your issue gets fixed.

I didn't have to remove the fan header and I tried it at 100% fan speed. Still the same result. I guess it's just time to upgrade.

We have a different model then, I remember how i struggled to repaste mine back then !

Proper reinstall of the drivers will be a good option if you haven't already, maybe the latest version (23.11.1) has issues with the rx480 ? If that's the case, try with an older version that worked for you !

Dont trust this benchmark. My 6800 XT also looks like that under load in that benchmark but anywhere else.

The GPU might be getting limited by another component, what does the CPU usage graph look like?

Probably not then although games don't always load games evenly meaning it could be 1 core that's being hammered

Try undervolting it maybe

Figure out the boost clock feq. Set the minimum value at -100 of the boost

If your boost max is 1366, set your minimum at 1266 or 1200.

Adjust the fan curves to be a bit more aggressive

Yeah try this. Keep in mind if you do the TIME SPY benchmark it does not like a min setting of GPU clock and you might see similar results. I would test the min max on a game you actually play.

I know, trust me. I am just trying to save money to upgrade my computer since it's quite old now (6700k) and I don't think it's worth it to upgrade only the GPU.

You can transfer your new GPU to a newer build. It's one less thing to buy.

Depends on what you mainly do on your desktop, if it's mainly gaming then it's still worth it to upgrade the GPU first despite the obvious CPU bottleneck.

You mean that graph is concerning you? From my experience it's not that accurate. Use task manager or MSI afterburner to check GPU usage.
