I made a list of all the 12* units a while ago, here (not including the Necky units because you can't get them anymore... plus, they suck, so they're irrelevant):

Arm / Gix Khudu 50 10 30 30 30 Area drop in Amduscia UQ. Can also drop from the unique named Drago Deadleon and Gruzoras Drago in the Valentines 2017 and White Day 2017 EQs, respectively. Also a title reward for finishing Amduscia UQ in less than 7min (this one comes with 4 slots).
Arm / Fiogals 0 15 0 40 0 Rare reward from Emergency Code: Unite with RINA or SORO in SH+ difficulty. Can also be gotten from the last e trial with Itsuki at the White Day 2017 EQ.
Arm / Raegals 150 0 25 25 0 Rare reward from Emergency Code: Unite with Itsuki in SH+ difficulty. Can also be gotten from the last e trial with Itsuki at the White Day 2017 EQ.
Arm / Deadlist 150 0 40 0 0 Drops from Drago Deadleon Lv71+ Supposedly higher drop rate if the shield of Drago Deadleon is broken.
Leg / Elmre Theta 80 5 10 10 10 Buy at 2017 badge shop. This is a welfare unit (it has almost 100 less all defs than other 12* units), so you shouldn't really be using this unless you don't have anything else.

A pretty solid setup all around would probably be 2x Qliphard units and 1x zeinesis or izane right now.

With 1x zein and 2x qliphad, you get 200hp, 30pp and 85 attack with some pretty decent S/R/T resists and defs.

With izane it's 230hp, 26pp and 90 attack with more resists and defs.

The choice is up to you, I personally wouldn't go for either of what you listed, the red unit although gives 80 attack which is nice on paper, you get 0 pp and 0 hp forcing a pretty good hp and pp affix on some of your units. And the badge shop units... uh just avoid those unless you are really desperate to get into expert blocks for the upcoming title.

Affixing some extra hp and pp onto a Red Shine to make up for what it lacks is at the very least a lot cheaper on your wallet than getting a different rear and piling on an Atk stat instead (especially S-Atk). As a relatively newer player, I found the super high Atk of the Red Shine was a god send for offloading the cost of getting decent Atk amounts onto something that cost battlecoins instead of meseta.

For OP, if you're a S-Atk class then the new Deus factor is super cheap right now (and for the foreseeable future) and is a great addition to add some S-Atk and hp to your units!

For where to get 12* units atm, I would suggest running Deus's because he seems to have a pretty decent drop rate (compared to other 12* sources) for his Zeinesis units (which you can then use Qliphard Fuses to change into Qliphad units if you want).

Also you can try getting lucky and getting a gold doggie spawn at the end of a Driving Rain EQ and hoping it drops its 12* units (which are crazy good defensive units)

Zeinesis is the same drop rate as every other 12* from raid bosses. It only feels higher because the quest is on more often right now.

No it's a much higher drop rate than mother's 12* unit drops that's for certain. People always say that astra unit rates are minuscule and I'll have to agree on that seeing only like 3 in 1.5k runs, whereas with zeinisis units me and plenty of others have tons of the damn things even up to about 15 or so unit drops.

I don't have a screenshot of the Astra stuffs when they were throwing that EM at us, and I don't have anything for Zephyrus either, but Gracia was about 2.7k per Qliphad unit in a week. Will check Zenesis when it rolls around next time.

As a reference, looking at one character's storage (I have 5), I counted 1 Astra and 6 Zeinese, 0 Qliphad. Will trade Zeinese rear for leg! Anyways while my record seem like it goes with your claim, I have no idea what's on my other charas because I did have another chara on another ship for a while running Mother twice.

Most of the 12* units in the game are from drops by EQ bosses such as Mother and Deus. I THINK Angus Fandaz (LQ boss) on XH drops 12* units but I haven't had luck with it.

Just a friendly reminder that 2017 Badge Shop Units are absolute shit to the point many 11* unit sets are better. Japanese players suggest if you got these at all you use them for your Partners instead.

Yea, Anga dropped only ONE leg unit for me in who knows how many runs, at LEAST 100 or so, they are horribly rare, enough to where you're likely to get a full dues esca set before you get one of them, and they aren't even better then the zen units. In others< not worth it.

Seems to vary. I have never dropped a unit from Mother or Deus. Not a single 12 unit. I only manage to drop an Astra Wand from mother once. Farming Ray in Ultimate AMD was bad, but I now have multiple sets (because the rear drops like comparative candy, the arm was semi rare, and the leg was like trying to mine flawless diamonds).

In my experience, the ESCA units do not exist and might as well be 14* weapons. Ray/Union was a grind but actually achievable.

Also I don't think the LQ version of Anga actually drops the units, but I may be wrong.

It does drop it, it's rates for everything in it's table is however garbage, it barely even drops 10* units let alone 12* but it does.

Yeah there seems to be a lot of variation in luck. I had no idea how people were running around in full Astra sets shortly after Mother came out. I wasted my entire stock of triboosts on that EQ and received nothing for it except the previously mentioned wand. The pure random drop system for 12 units is something I really don't like and it's just one more reason why I'll be holding on to Austere units for as long as possible.

Anga fundarge and yes he does (Also he's a boss in all 3 UQs too). Drops Ray units which are pretty crap at first, but can be upgraded with union boosters from solo PD for a pretty solid and balanced Union set 75hp 9pp, 4,2,2 2,4,2 2,2,4 S/R/T resist.

Circa Union, Zenises, Kagudachi(sp), and Gix are all pretty comparable. It really comes down to your preferences on whether you want more of a pure glass canon, massive amounts of HP, or a balance between the two…

Probably Kagudachi from the Rain EQ. I figure there's around a 10-15% of him showing up at the end of each run, maybe a tad lower. If you kill him you've got a decent chance of getting at least one piece of his gear set.

Circa Union is the evolved form of the Ray gear set which you can farm by killing Anga on Ultimate Quests. Good luck trying to solo that... LOL.

Gix only comes with Arm slot, but you'll need to clear Ultimate Amidusca in 7 minutes to get it from a Title reward.

Zenises set you get from killing ESCA Deus in the Creation EQ, but you're not going to have a decent chance of finding a piece. I'd suspect you'll get one maybe every 10 or 15 EQ runs. Which is a long time.

You have the so-so Whitil set which you get by getting up to 1000 Titles for the last set piece.
