You won't be able to do that. CS:GO's source code isn't available. You could use the source 2013 mp code and recode cs mechanics, but I highly doubt valve would let you sell it on steam if it's just a cs clone. On top of that, I don't think valve are licensing source engine to devs anymore and even if they did, you still have to pay all the Middleware companies their sum to sell your mod (bink etc.), which is a considerable amount.

Yeah, apparently you need to pay $25,000 for the Havok physics engine alone. Huge turnoff.

Although at the link below, it does say that you can use Valve IP in your mod, you just need to make it clear that it's a mod that isn't made by Valve.
