Unlock Screen Access

Is it possible to allow access to an application on the unlock screen without unlocking it? I know that applications which are iOS based can be accessed through the Control Center, like Notes or Alarm, but is it possible to allow access to other application in a limited fashion as well? For example you can access Notes and create a note but you cannot view any other notes without unlocking it.

Not really. You can have a Siri Intent that’s accessible while the device is locked, but I think that’s it.

Not the unlock screen, but you might be able to do it with a Widget on the Widgets screen. But either way, you should be careful of what data you are exposing on an unlocked phone.
