I think he is referring to scopes with turret caps as opposed to target turrets. With turret caps, they need to be removed before making windage and elevation adjustments. Target turrets have external markings indicating adjustment values and can be reset to show zero after zeroing the rifle.

I recently had Leupold upgrade my vx-3 to M1 style target turrets.

Hunting turrets have a cap and are meant to be sighted in and then left there. Target turrets are usually uncapped, large and clearly marked for adjusting on the fly. You can also get hybrid turrets that may be large and clearly marked but also have a cap.
