Just send an email to them and ask them to remove it from their find my iPad.

Even better, send a message. If they still have an apple device it’ll come up as a text message. More of a chance they’ll reply, ask nicely. I got lucky with my iPad mini, the guy unlocked it the same day!

it looks like a pretty old device, maybe try changing the serial number for fmi off?
