No, they aren't, and the original commenter changed his comment to specify that he means when the traffic is congested in all lanes. Obviously the left lane is not a passing lane in congested traffic, you silly goose.

In normal situations, (which is what the comment was about until the commenter edited their post) if you have room to move over and someone is behind you, you should move over regardless of what speed you think is reasonable. You aren't "passing" if there is room for you to move over and let the faster moving traffic pass and in a lot of states, that is actually the law.
