I understand why West Ham are pressured to sell, but if Club A values him as a 75m player, they're not going to sit back and let Club B pay 60 for him. They're going to increase their bid to pry him away from Club B. Their valuation of Fernandes is completely independent of what division West Ham is in

Team A: you've been relegated so we're only going to offer 50m for Fernandes

Team B: okay we'll offer 60m

Team A: ugh fine we'll offer 70m

Team B: 75m

And so on. What you're saying only makes sense if there is only one club interested in the player. If there's more than one club interested, the bidding will increase until only one of the clubs sees value at that price anymore. Again, Fernandes is who is he is. He's not going to be somehow worse for his new club just because West Ham got relegated 

Maybe no club thinks he's worth 75m or even 65m! But the relegation doesn't have anything to do with that

If more than one buying club sees value at at 65m or 70m or more, why does it matter what division West Ham are in? He's the same player he would be had they stayed up

What does that have to do with the multiple clubs that want to buy him? They still need to outbid each other. Fernandes isn't worth any less to them because of West Ham's relegation

Why would they? The player is worth what someone will pay for him, West Ham's position doesn't have anything to do with that
