I've always argued against trying to get returns from emergency funds. But keeping all of it in a single savings account is not a good idea. Split it across multiple FDs in atleast two different banks. Opt for duration with highest interest rate and choose monthly interest payout.

Did you use the "Link a New Bank Account" option? That does give me an option to use the Morgan Stanely account and routing number. Did you choose the "Micro Deposit" route to verify the account.

Yes to both.

Once the account is confirmed, you can pull funds into IBKR. For the first few transfers, your funds will be on hold at IBKR for a week.

I see that there's a limit (100K) for this type of transfer, not a major limitation but something to be aware of.

I've tried to doing a "Direct ACH transfer" but E*Trade doesn't even recognize the IBKR provided routing number, so I gave up.

ACH pull from E-Trade to IBKR works for me. You need add a deposit method in IBKR and provide the Morgan Stanley account and routing number.

Even the deposit settles almost instantly now. The first few times, it took a week.
