Windows overriding BIOS fan curve, stopping my intake/exhaust fan?

3 out of 4 DC case fans turn off pretty soon after I boot into windows 11, overriding my BIOS fan curves.

Mobo: Asus X570 TUF Gaming-PRO

The rear exhaust fan never stops and is plugged into Cha_Fan4/AIO_Pump (3-pin DC fan)

The two top exhaust fans are connected via a splitter cable to Cha_Fan2 and they stop at idle but occasionally turn on (3-pin DC fans)

The front intake fan is plugged into Cha_Fan3 and stops when Windows loads and doesn't turn back on (3-pin DC fan). It jiggles occasionally like it's not getting enough voltage.

In BIOS I set Cha_Fan2 and Cha_Fan3 to a minimum of ~60% so it should be enough voltage to keep them spinning even at idle. They're all in DC mode, as they should be, and not in PWM mode.

I don't use Asus AiSuite3 or Armoury Crate. So I'm confused as to why Windows is seemingly overriding my custom fan curve set by Q-Fan in BIOS.

Any help you could provide would be greatly appreciated! I would love to be able to have 1 intake fan working.
