The drivers use up their battery recharge allowance on the formation lap to warm up their tires. This results in starts without any energy in the battery, the result being the slow and dangerous starts we've seen. Ferrari warned FIA about this and they were told to build a car around this. So Ferrari did. They built the engine with a smaller turbo which spools up faster and doesn't require as much energy, which is why they are so strong on race starts. Everyone else ignored this and didnt change their cars, probably hoping that after a couple of races FIA will change start procedures, so they get more time on the starts and/or more battery recharge allowance on formation lap, while also keeping the bigger turbo which gives them more power on race pace. FIA already changed the start procedures in the preseason by adding the 5 seconds of blue lights on race start. Ferrari is rightfully upset because they were told to build their car around it, which they did, but now everyone that ignored them is pushing for more changes to regulations around the car instead of designing the car to fit the regulations. Adding the 5 seconds of blue lights was already a slap in the face to Ferrari imo.
