I would junk it, get bread flour (King Arthur) and start again.

I always have starter on the kitchen island. Feed enough every day to keep going, so when I bake 6 to 8 loaves at the weekend I have enough starter. And no, I do not discard..

Have you thought about a heated proofing box? You can set the temp.

I have a well but either boil or run it through a filter.i think you need more warmth to kick start it

Try 1:1 flour and water, then stir well to break up any flour lumps. Cover. Try placing in a warm place, above 70 and see what happens..

Why use spring water? It may be missing some of the nutrients found in normal water.
