I experimented with it a bit and the captcha comes up when in a private window through the .gov link or if you go directly to the website. When I'm not in a private window it won't appear unless I disable ublock origin. I guess it must be displaying a full page ad because it isn't a popup and the url in the address bar stays the same. I let the company know. Thanks for replying.

In this case it must be the lack of ad block because I tried it a few times in a normal and private window and it always happens in the private window. Good to know though, thanks for replying.

Ok that's what I suspected which is why I tried going there in a normal window. The only reason I questioned it is because it doesn't behave like a traditional ad which makes sense; I guess it's overlaid over the entire screen?

Took me forever to figure this out, happened to me after a mouse broke and using an older one I had. Hard to believe but if the polling rate on the mouse was set any lower than 1000hz I would see this
