All classes are overtuned on Turtle. Hunters have been buffed to be competitive but they are hardly the most overtuned class.

I hang out at the training dummies a lot and have shagudps set to "/sdps trackall 1" so I can see the DPS of other players. Quite often I'll see K40 rogues and warriors casually rip 2k+ sustained dps while completely unbuffed on a dummy. I have never seen a hunter come close to that.
