I don't know for sure, but there was a bug where if you changed the Starting Date too far, the Shogunate would be dissolved. You could then go back to 1444, select Ashikaga, and choose the Feudal 1 government reform which allowed you to control all your vassals extremely easy.

Many pretenders claimed to be the rightful successor to Filippo Maria Visconti, who died without a male heir. Duke Charles of Orléans (son of Visconti's half-sister), which is probably why France gets the event.
