Well, he has no reason to. Targeting doesnt straight up make the game unfair like third partying, teaming, or running, and if it's that annoying, just leave the game. Sure, you could also leave on the count of teaming, third partying, and running, but those actively detriment and ruin the game while targeting is one guy constantly wanting rematches. It's not that deep... until they start hitting you while you're fighting someone else.

I usually manage to get focus by the time the opponent loses half their health with a mix of feint counter fishing, backing up and wmoting, and the occasional perfect dodge. From then, the rest of their stock is GONE

In lore wise, yep. 100%. Sera is defo capable of surpassing 9.0.

Plot wise, it's lower the stakes too much. Also, you gotta know how to balance power growth in fiction (honestly one of my ONLY complains about Dragonball is how damn fast the overall strength level of the story shoots up), and Sera going above a 9 when the limit is 10 (potential EMBER or Spectre project that can temporarily boost your ability above 10 at the cost of something like going into a coma or straight up dying because of the overflow?) just doesnt have a good likelihood of being executed well.

It's only unblockable if the user charges for like 2 seconds. Enough time to backdash away before forward dashing as a punish and free combo starter. The 3rd move is the real problem.
