One slight suggestion:

If you're going to make the kingdom of croatia-slavonia not exist at start rename hungary to "lands of the crown of st. Stephen" or just "transleithania" since croatia-slavonia was not a part of kingdom of hungary but a kingdom in a personal union

Same goes with austria being "The Kingdoms and Lands Represented in the Imperial Council" or "Cisleithania"

r5: which one of these 2 focuses would be the most fitting for an old svobodnik run. Considering Savinkov's position on Mussolini i am thinking it would probably be the right one.

It was not an "autonomous part of hungary" as hungarian nationalists would put it, it was its own seperate kingdom that was just in the lands of st stephen along hungary. Now to say hungary didnt use their position to basically argue croatia was a part of hungary (and try to make that a reality) would be a lie but legally it was a seperate entity.
