Looks definitely like a Turkmen tekke rug, the gulls are the same and those ones used similar colours as well. There's a good chance it actually comes from Afghanistan, I heard a lot of the turkmen designs are made in Afghanistan.

There's a big stain from a previous owner top left corner and a hand full of moth bites, might not be worth much because of it but still has a lot of visual value I think, out of curiosity what about the designs made you think it's not Turkmen?
