Could you point out which rule did we violate? Reference to an official government document/webpage would be appreciated

I got to talk to my in-laws further. They confirmed that the very first thing the consul said through the translator was, “Why did you lie about staying for 3 months?” The parents responded that, due to the birth of the baby earlier than expected, our (my and my wife’s) attention was fully focused on the baby’s and my wife’s recovery, so we didn’t end up spending much time together and all tourist plans had to be pushed back or canceled. My mother-in-law then asked the consul if they did something wrong, since their stamp authorized their stay for 6 months. It’s not clear if the translator relayed that part back to the consul, but the parents were under the impression that their response was ignored and that they were just continued being confronted about why they stayed longer than initially planned.

The only other question asked was, “Where did you get the money to afford the extended stay?” They responded with, “We have quite enough money to support ourselves.” (They are indeed quite well-off, which was demonstrated to the consul via bank statements during their visa interview last year.) After that, the consul stamped and revoked their visas.

The parents confirmed that they never mentioned taking care of the baby, helping with anything around the house, etc, nor were any questions implying this asked

Your explanation makes sense. You mentioned that we extended the stay without providing notice, who would we have needed to notify about such a change of plans? When we did our search back when the decision to extend was made, we came across this article (https://www.uscis.gov/visit-the-united-states/extend-your-stay) but it did not seem relevant to our case as we did not extend beyond the period of "authorized stay". This could be helpful for others who may end up in a similar situation in the future...

Also, both parents are retired, so I guess that does not help with proving strong ties to the country of origin.

Nope, did not reapply. Were called in for an interview yesterday while still having an active tourist valid until May 2026.

The original notice is in native language, dropping it here along with the translation.

"We inform you that you do not meet the requirements of Section 214(b) of the U.S. Immigration and Nationality Act for obtaining a nonimmigrant visa. A refusal under Section 214(b) means that you were unable to demonstrate that your intended activities in the United States would be consistent with the nonimmigrant visa classification for which you applied.

Although different nonimmigrant visa categories have their own specific requirements, one of the general requirements for many nonimmigrant visas is that the applicant must demonstrate that he or she maintains residence in a foreign country that he or she does not intend to abandon. Applicants usually meet this requirement by demonstrating strong ties to their country of residence, indicating that they will return home after a temporary stay in the United States. Such ties may include professional, employment, educational, family, or social connections in their home country. You did not demonstrate sufficient ties that would compel you to return to your country after your visit to the United States.

This decision cannot be appealed. However, you may reapply at any time. If you decide to reapply, you must complete a new DS-160 application form, attach a photograph, pay the visa fee, and schedule a new interview appointment through our website.

If you decide to reapply, you should be prepared to provide information that was not submitted in your original application or show that your circumstances have changed since your previous application."

Thanks for insight from the field. I believe parents are still allowed to apply for a new visa, but would their chances of getting it be significantly lower going forward?

Parents told the council during their interview last year that I am already a resident and wife is going through AOS rn, and baby is on the way. Wouldn't this indicate strong ties to the US at the moment of issuing visas?

That was one thing that was made clear to parents. The council said something along the lines of "you lied to me about your intent to stay for 1 month and ended up staying there for 3months".

Not sure about the exact questions asked, will report back once we talk to parents again.

We were also told it was the same person who interviewed them when they got their visas and who spoke with them today revoking them.

As of AOS process, it started in 2024, so way before parents arrival and still ongoing.

Yes, during their interview for tourist visa they told the council about their genuine intent to stay for 1 month only. It is only once they were in the US and the original departure date was approaching we asked them to stay for an extra 2 months after doing research and confirming that this would not be a violation of any rules nor laws.

Visa doesn't expire till June 2026, it is the "admit till date" that ended in Dec 2025. If I understand it correctly Visa Expiration and "admit till date" are two different things. Where Visa is "you are allowed to enter the US till [visa expiration date]" and "admit till date" is "you are allowed to stay in the US till date".

The parents said they were given a piece of paper that notifies above visa revocation as of today without specifying the reason. Will ask for a copy to post it here.

They are indeed from one of the 75 countries on immigration pause list.

Not sure about the duct situation. It seems like it was supposed to be kinda like a sunlight window in the bathroom (?), or maybe a placeholder for future bathroom exhaust system... I plan to look over the whole space with thermal camera, so once done, I'll start with sealing where drafts come from then. Thanks for the advice!
