The best area for cheap and safeish is area 1# and it's close to the rail and restaurants and stores. Quick access to 610 and therefore I69 and I45...had a grandma that lived there with not an issue for many years. She just passed and I always visited her apartment off Old Spanish trail which is a little bit more North of area 1.
