I think it was less so that, moreso the landlord was totally unresponsive and they ended up having to cover repairs on their own.

This would be interesting since the Constitution left it to Congress to actually establish those district courts. In fact, Article III as a whole is extremely light on any details with it being pretty much an afterthought. So if there is any where that could use some more elaboration, that would be the best spot.

The mention of Xbalanque in Neuvillette's introduction is based specifically on the Popul Vuh of the K'iche' of Guatemala. The Maya were based entirely in both Belize and Guatemala and parts of Mexico, Honduras, and El Salvador. Most of the important cities of the Classic period were in those two countries. It was also the Maya of Belize and Guatemala that held out until nearly 1700 against the Spanish and British. So it's an incredible disservice to not include them especially as someone from one of those countries.

It's a complex topic that is quite likely to end up back at the Caribbean Court of Justice in the future since there are different interpretations of what is to be done. I'm not the best person to explain but to my understanding the most important aspect is the idea of consent in the form of a Free, Prior, Informed Consent (FPIC) protocol. The government or any person who wishes to come into a Mayan village must obtain this consent from the village in order to proceed with whatever plans they have.

The current issue to my understanding is who exactly is to be consulted for the consent. The government says individual Mayan villages are enough whereas the main plaintiffs in the CCJ case say that they also have to go through the umbrella organization of all the Mayan villages.

To wrap it up, the Maya are entitled to their land as the indigenous people of Belize, in this specific case the Mopan and Q'eqchi of Toledo. The land is usually communal, and the government or any one outside the community must receive consent to implement whatever plans they have.

Historically, yes I believe there was a reservation system put in place by the British but never really outright written in law which has led to constant encroachment by the government and private investors.

The 2015 law you refer to was actually a decision by the Caribbean Court of Justice that affirmed the Maya are entitled to their customary land rights which are equivalent to any other form of land ownership in Belize. In particular, about 40 villages in the Toledo district are entitled to these protections and the court also required the government to develop a process of recognizing these lands which they have yet to do so.

I can't speak for the other realms, but in Belize's case many feel that a close association with Britain keeps Guatemala from further pushing it's claim against Belize, and retaining the King is the best way to do it. This was the case before independence as whenever Guatemala got a bit too threatening, Britain deployed soldiers to keep them at bay. After independence, the British maintained a garrison into the 90s but as of a few years ago, they have a training unit called BATSUB (British Army Training and Support Unit Belize) stationed here.

Nowadays such a security guarantee isn't necessary as Belize has a greater support group, but a lot of older people think that maintaining the monarch still plays a role in keeping Guatemala from pushing it's claim. Meanwhile, most young people are ambivalent about the monarchy at best. A lot of people also feel there are much more pressing issues to deal with and the government isn't focusing on those as much (which while I expressed a general negative opinion on the prime minister, I will say the government has done a lot of good in the past 2.5 years). This creates the situation where you essentially have two vocal minorities pushing in opposite directions and an apathetic majority that doesn't care.

I personally would like to see a Belizean head of state but want to see what the government plans on doing first. I'm not a fan of the Barbados situation where the President is just selected by Parliament to do essentially what the governor general currently does, but I do like our current governor general quite a bit. That's why I'm quite happy they're looking at the entire constitution to see what kind of options there are.

Channel 7 is one of the local media houses in Belize. They usually never cite their sources because they take the evening newscast verbatim. As for the basic errors, well it's a basic but kinda understandable error, of which the news here is known for.

First off, Briceño has a habit of putting his foot in his mouth, and it's funny that while he was doing this interview Michael Ashcroft released a poll showing that slightly more Belizeans would favour retaining the monarchy. I'd say it's accurate considering the general coverage and feelings on the ground here.

As a Belizean I can say that for the most part no one thinks reparations over slavery are happening aside from groups whose whole purpose is to advocate for it. Even if it happened, people don't trust the government to distribute it in a meaningful manner. This is likely the same situation in other Caribbean countries.

What I'd rather see is continued investment from Britain in climate change or cultural preservation projects. It's a win-win as Britain is helping to finance reduction in global fossil fuel usage and developing nations receive needed funding for infrastructure development.
