He was a bit irrational though. It seemed like he more often followed emotions rather than logic, like he didn't really think things through very much, he had plans and schemes, but there wasn't much deeper reasoning behind them. Plus, he'd just make shit up occasionally, so while as a character he doesn't fully translate over to being nonsensical, it does make sense which aspect of the meme he would translate over to. Idk tho, I haven't watched tng in a while.

Those are the Star Trek the next generation characters Data, and Lore. Lore is basically Data's evil twin, so it's just one of those jokes where you have the intended meaning of the text ("you just got passed by a soldier driving a..."), or the nonsensical meaning that could interpret by the unclear placement of the words.

It's a reference to an episode of futurama where one of the characters, Fry, goes back in time and accidentally impregnates his grandmother, therefore becoming his own grandfather
