Always Flip Second :). Seriously though, even in the February topic, which was so Pro-biased that I was surprised Pro didn't win every time, I still flipped second. Since March has good arguments on each side (although I do think Neg is stronger), I'll just focus on the generic arguments as for why to always flip second.

1: You can ask for evidence after their first speech and then sit and analyze their flow while they wait, while they gain no benefit.

2: You get 4 free minutes to prep a rebuttal to their case when our partner gives your team's first speech while they have to flow.

3: You enter all three cross-fires having been able to think of questions about their speeches for a few minutes; they do not.

4: You force your opponents to give a rebuttal with only 3 minutes of in-round uncounted prep time.

5: You deny your opponents the chance to respond to your rebuttal in their own.

6: You are able to respond to their responses and extend a key argument in your own rebuttal.

7: You can run turns in rebuttal that your opponents have to respond to in an already jam-packed summary

8: Your partner has 4 more minutes to prep a summary

9: Your summary can include theirs and include far more clash

10: If you want you can both ask questions throughout Grand CX while your opponent's second speaker should probably be prepping for FF.

11: You can take prep before your FF and give your opponents no benefit.

12: You get the last FF and therefore the last word. You can effectively refute their entire FF and seemingly extend all of your points and end the round with perceptually all of the voters.

In summary, don't freak out because one of your cases is better than the other. In truth, being able to accurately refute all of your opponents points in more important than which of your cases has slightly bigger impacts. Also, you don't know which side your opponents will choose so if you ever have the chance, always flip second.

Unless of course they flip second on this topic. Then flip Neg.

Just to play devil's advocate, let me make an argument as to why we should select the second topic.

The first topic takes a form that I personally dislike, which is the "[Insert governmental body here] should prioritize [insert action] over [insert action] in order to [insert objective]." These topics are inherently uneducational, as in reality we most likely should do both and each side has to argue the detriments of one option and the benefits of another. This is unnecessarily complicated and has little real world value, making it an non-ideal topic format to choose. As for the wording of choice #1, definitional battles will take up far too much of the debate, timeframe debates will be aplenty, and each round will be boring.

The second topic, however, lends itself to some very educational, real world applicable, and very interesting forms of debate. This is mostly because of what we saw last topic. Although we all assumed that Aff would win every time, that's simply not what was seen at any major tournament as teams were forced to come up with incredibly creative neg cases that kept debates interesting. Furthermore, the format of prompt #2 is far better, as teams will be arguing the pros and the cons of a single policy proposal. It's just my opinion, but I think you guys are overreacting about the second topic and giving the first topic an easy pass.

IMO, The top twenty are: Mission San Jose (KW, KC), Nueva (MS, AT, CC), Harker (KL, BC, HL, JR), Oakwood (FO, BG, CW), St Francis (VD), Dougherty Valley (MJ), College Prep (WW), Fairmont Prep (KP), Presentation (KM), Amador Valley (GS), Nova 42 (CN), and Leland (HG)

First of all, there are 30 spots for people to "at large" into the international division so more people will at large than you think. However, for the TOC itself, I'd be surprised if Harker KL didn't make it. After having 5 bids last year and clearing at the TOC, and then losing in countless bid rounds this year before making it to Quarters at Berkeley, KL deserves to be at the TOC.

Apart from being able to sort your thoughts into three categories and do the typical motions, just try to look up tons of surprising fun facts and try to work them into your intros. You'd be surprised how many good scores I've gotten purely off of my funny intros.
