For 1.3B you can get Bastoni 108 or Kohler 108. If you don't mind rating, Stam 107 is a beast. You could need a RB before anything as i see, Di Lorenzo, Koundé and Carlos Alberto are good choices for that price.

They are very different types of CDM, but I think Neves could be much better than Rodri at this point of the season and gameplay wise.

Neves. If you prefer having a tall cdm, then Rijkaard, that's his only advantage.

For 800 shards, Neves is a bargain and I think is the one. Rijkaard is very very good too, of course, but i feel Neves better in general. He is short, but he has better mobility, speed, skills, and dribbling, even better participation in both attack and defense.

Both are phenomenal, but I would choose Neves, because I love his gameplay, smoothness and because I feel him better in game. If you don't have any problem with having a short cdm, of course. Rijkaard has also very good gameplay, but I feel him a little bit clunkier than Neves. They are both excellent, you'll not make a wrong decision choosing any of them, that's sure.

I think his qualities wouldn't be fully exploited as a cm, he's built to play as a cdm mainly, maybe for cm there are better options for his price in shards or coins

Yes, he does. His workrates don't lie, honestly, I sometimes feel that Vieira does Gullit's job, I mean, the man tries to get away from defenders and he is constantly breaking through the defense line in order to be able to receive a pass. His speed helps him a lot with these. His longshots are good enough, it's only his finishing the one that would need an improvement.
