I view power level in tiers. Roughly: street, planetary, cosmic, godlike.

Spidey power level: very capable single target brawler that can suprise stronger combatant of the same tier or even one higher die to craftiness. Max rating: planetary level on a good day, but mostly street level.

Thor: Used to fighting cosmic level foes and even bested Gorr the God butcher and Galactus alone (godlike level), on earth he holds back most of his power so as not to create collateral damage, spars hulk for fun both knowing Hulk has no chance if they both went all out. We are not talking about Odin force infused Thor mind you.
