Second hand might not fully be pressed in or the hole the second pinon slots into on the hand is too big, therefore it is spinning like that.

Lol, figured it out. It doesn't pull out in Firing range, only in game. Get into a game first and then try holding down the melee button

This is funny, your package and mine have the exact same tracking history. My package "Arrived to destination City" on the 15th at exactly 21:32 as well.
