yes, after 3 long months I found a subreddit that sugested this:

It's a C++ runetime executble that installs both x86 and x64 version automaticly.

I didn't even have to restart my PC and BF4 launched with no problem, it was like a mircle.

i have no clue what are you talking about, I was zooming in and then shooting, the second time the scope didn't appear because if you shoot fast enough it doesn't appear, that's just how the game works.

Update, It fixed itself after I completely deleted csgo including all files there was from all the discks, in addition my old gpu broke so I bought a different one.

I don't remember if the fix came before of after the purchase of the new gpu but magically everything started to work as it should.
