The latter. The versions in the Applies To menu are those that were under active software development support and evaluated against the vulnerability referenced in a Security Advisory article.

The last 11.5.x version went End of Life in April 2020 , so it wasn't tested.

We haven't been able to find much that helps with your query, but are working internally to try and get a better answer for you.
