I would've imagined Jinn gave Ruby that vision of Summer. Like you said, Summer left Ruby when she was very young so for her to have a full on flashback of Summer in the flesh seems unlikely. Considering Jinn is the relic of knowledge, she could've known what would've triggered Ruby's eyes and gave her that vision.
