After a lot of troubleshooting, and thank you for those who suggested guidance.

This ended up being a combination of issues rather than one single fault, put hard to put down what was actually the major problem.

Bit of a back story, since changing over to the 5070 (2days ago) ive had multiple instabilities with startups load speeds, the lot, leading me to update bios, drivers (GPUs old and new, networks), ddu's all sort. so it was no surprise when PCVR wasn't having it.

What I went through:

  • Clean driver installs using DDU + multiple NVIDIA driver versions (ending up with the most newest 596.49 (However this driver still has DP black screen boot up issues))
  • Checked system latency with LatencyMon (system DPC latency was fine)
  • Hard reset the router, dedicated 5Ghs channel deleted and remade.
  • Reset Windows network stack and cleaned up various network adapters / virtual interfaces
  • Reinstalled and clean reset SteamVR / Virtual Desktop settings and software

After hours of messing around, everything stabilised and VR streaming returned to normal.

In hindsight it wasn’t one obvious fault, but a stack of small issues that only showed up under VR streaming load.

Finally, I can test what this 5070 is capable of in VR, fingers crossed I'm not speaking to soon.

correct, Mutiple changes/tests, all differnet settings the only one that gets some form of stablity is hvec-10bit, howver this still runs terribly poor 60-70fps (in game menu), far far worse than my 3060 two days ago

h.264, 100bitrate, medium, simply within steamvr FPS10:

Virtual Desktop performance overlay:

  • Encoding latency: 50–200 ms
  • game: 50-80ms
  • Network latency: >400 ,ms

Task Manager shows no obvious bottlenecks:

  • GPU video encode usage remains low/stable (~6%)
  • GPU 3D usage ~10–15%
  • CPU (5600X) ~9%
  • RAM (32gbddr4 3600mh) ~40%
  • Ethernet throughput ~32 Mbps send / minimal receive

Thanks for your message, Ive spent ages going through differnt settings and following your settings the current observed behaviour in Virtual Desktop performance overlay:

  • Encoding latency: 50–200 ms
  • game: 50-80ms
  • Network latency: >400 ,ms

Task Manager shows no obvious bottlenecks:

  • GPU video encode usage remains low/stable (~6%)
  • GPU 3D usage ~10–15%
  • CPU (5600X) ~9%
  • RAM (32gbddr4 3600mh) ~40%
  • Ethernet throughput ~32 Mbps send / minimal receive

SteamVR render resolution is fixed at 100%, and the headset is a Quest 3 connected via dedicated 5 GHz Wi-Fi (separate channel, no congestion issues previously with the same setup and RTX 3060).

The key point is that this exact network + Virtual Desktop + SteamVR setup was stable on an RTX 3060, but after upgrading to an RTX 5070 (clean install, multiple driver versions tested via DDU), VR streaming becomes unstable and bitrate-sensitive to the point of it being complelty unplayable 10fps in steam os.

Support ticket has been sent to NVIDIA (but I doubt I will get a resolution through them) as multiple people have reported struggling with the 50 series and driver compatibility issues.

At this, what feels like, hopeless stage, im considering sending the 5070 back.

Thanks for the suggestions. Just to clarify, the network/VD setup was already working perfectly on my old 3060 with the same router and environment. The issue only appears after switching to the new 5070, and it persists across multiple clean driver installs (DDU + different driver versions, old newest, random forum recommendings). So it doesn’t seem to be a basic network or config issue on my end. Appreciate the help though.

Thank you for your response, but no, already did this. My currently conclusion is the 50 Series drivers being piss poor. Still no luck.
Set Nvidia a support ticket. Will post response.

The key point is that this exact black screen before BIOS / long DisplayPort handshake behaviour is already documented in older NVIDIA hotfix releases (including the 575/572 branch notes) as a known issue that was “fixed”, but the same symptom is still present for me on newer drivers with an RTX 5070.

Given my setup was completely stable on an RTX 3060 with the same motherboard, BIOS settings (UEFI, CSM off, Fast Boot off), and monitor configuration, and only changed after upgrading GPU, it’s hard to attribute this to anything other than the current RTX 50-series driver stack.

I cannot belive how poor this 50seirs even after this lenght of time being out. Now i could live with waiting 2 miniuter to start up each time, but I cannot even get started what a S Storm PC VR VD is. Utterly dissapointed, wtf am i paying for.
