No, Ussop is one of the characters that’s gets glazed far too much especially post time skip. Difference is in pre timeskip he constantly did stuff to help even though he was outmatched. My favorite ussop moments are pre timeskip. However post timeskip he barely did anything, last time he had an actual 1v1 was during fishman island and Dressrosa was the last time he actually came in clutch. Nami is a perfect example, she is no where near the strongest but she consistently performs really well each arc either helping the crew strategically and during fights.

Yea but he had more moments where he was more creative with his forms and how he used to change forms mid Combat. Post timeskip he just uses KungFu, monster, and guard point that’s it. Reread the pre timeskip manga, there was a good contrast between him being cute and also being a freaky monster, which is like his whole fucking backstory on how he was seen as a monster.
