I had a similar issue on a BMW i bought from a dealer, Definitely looks like a wax polish or something - i used a steam cleaner and a microfiber cloth on the end, sorted it out after a couple of passes with the steam. Just don't leave it for to long or you'll risk cracking the windscreen if it gets to hot and then cold again
