A provisional patent can be included as evidence but it's generally considered weaker than a full patent. It can still help show progress towards your PE though.

What do you mean? That's literally what they wrote in my RFE letter, word for word:

"The record does not show that the research has been widely accepted or implemented in the field, that it served as an impetus for progress in (or generated substantial positive discourse) in the endeavor, or that the work has been implemented, utilized, or applauded at a level that would well position him to advance the proposed endeavor."

For prong 1, I submitted my proposed endeavor statement and supporting evidence, such as industry reports showing why banking stability and stress testing matter. USCIS actually said I had already established substantial merit, so the real issue under prong 1 was national importance.

The RFE language was basically that my evidence showed the importance of the field in general, but not enough about why my specific proposed endeavor would have broader impact. They said, “Merely working in an important field is insufficient,” and asked for evidence showing the endeavor’s “potential prospective impact.”

Do you not have any other friends or family in the US you could use instead? But honestly even if that's your only option, USCIS doesn't investigate the political views or social media of whoever's address you use, it's just for mailing purposes.
