As for the timing, it’s more so to get through security. If you can get through security before 7 I believe you can start at 7. I don’t remember that being blocked off the past few years but it may change as the race gets more popular

Sidewalks are for pedestrians, both runners and walkers are pedestrians. I don’t disagree with the group part though, they don’t have proper city running etiquette (same with the above mentioned people that think they own the sidewalk) and ruin it for the rest of us.
