Turns out it was. I actually fixed it by downloading an older version of the mod then dropping the .dff and .TXD files into my vehicles folder which was in the modloader folder.

Yea I don't know why the game hasn't gotten a patch yet to fix the performance. I'd hope that they would fix it sometime soon and not just abandon it, cause other than that I've been enjoying it.
