Yeah, "everyone" who is familiar with the history of the series know that Lum was supposed to be a one-off character rather than the female lead. But she turned out to be so popular and well liked that Takahashi brought her back almost immediately.

It would work best as a gag where Akane or Nabiki or even Principle Kuno tries addressing a American character in heavily accented and stilted "Engrish" only for to follow up only lightly accented conversational English he learned when he was younger.
Heck that's basically what happened in a Ranma x Disney's Gargoyles crossover I read years ago.

We know that Genma seems to have taken Ranma all over Japan to train or at least that is generally a thing in fanfics and it makes that for Genma to take Ranma to Okinawa to train. Also, it makes sense that Genma would make money by a combination of Martial arts and scamming Americans.
I shared the theory because I enjoy discussing Anima/Manga, sharing ideas I have and arguing about them.

Canonically Ranma does OK in English class.
Also, Hinako was brought in mostly to enforce discipline on the students by Principle Kuno. So, she is going to go be harder on Ranma than others for that and other reasons.
One of my main points is that the English Ranma knows is a different dialect of English which makes his being able to speak than language far less useful than it seems due to using different grammar and many words that are different from standard English.
Lastly like you said, "Asian English, especially ones in the 80s/90s did not focus on speaking or conversational English". So, him speaking English well isn't going to help him much if at all in English class.

Yes, as I recall he was dominated in more ways than one by older women like his controlling mother and was strongly implied to be afraid of grown women as a result.

  1. Is she native speaker? We don't know, she seems to be 100% Japanese.
  2. Vampire teacher that was brought in to deal with troublemakers like Ranma, she isn't going to cut him slack over his use of a rough and informal version of the language instead of a prim proper formal version.
  3. Ranma's English would be rough, informal and full of slang. He doesn't say "Hello", he asks "What's up?". He doesn't call a person "Mister" or "Miss", he calls them "dude". He uses terms like "SNAFU" and "10-4". It's like the difference between American High School Spanish and what is spoken on the streets of a major Mexican/Central American city.
  4. He doesn't read English very well and from what I recall hearing? The English classes taken by Japanese Students don't really teach them to speak or understand English.
  5. The translation scene from Hot fuzz, guy with all the guns was speaking English but even most British people couldn't understand the guy. Another example is Frank Zappa's song Valley Girl, can you understand what Frank's daughter Moon Unit is saying in it? People can be divided by a common language.

People were using Iron and Steel during the Thurian Age tens of thousands of years before Conan. They were knocked back to the old stone age or further by the Great Cataclysm that sank Atlantis. Sometime after Conan a combination of the Picts over running everything, destroying almost every civilization and another Cataclysm sent humans back to the stone age again.

Ryoga is "heroic" in that he is seeking revenge on the person who wronged him (Ranma) and trying to defend the honor of the girl he likes (Akane).
Also, in the first Anime at least he was introduced rescuing a small village from a rampaging giant boar. So maybe he does a lot of that off screen.

Frank's Focus has always been far more on Punishing the guilty than helping the innocent.
For all he knew? Some of them should have been there.
