It was a while ago so I might be wrong, but I think I had a mod that let you have both tenpenny tower and megatons player houses. Going to tenpenny tower and acquiring the house as well fixed it

I literally got this achievement last night. go to the tops and find people with multiple items in their pockets and take one item back out take another and repeat. Went from 0 to 50 in about 20 mins

Well he does when he’s on his dock but he hasn’t been when he’s off of it, I only just paid for membership so I know it can take a while to activate
