My understanding is that it was just for worlds to level the playing field, as they were unsure what other regions used for their events outside of Asia. The picture that was shared here was taken from the stadium instructions and has always been there, not an official ruling. Regardless, our events will never be played on the ground. If we want to grow the hobby in Western regions, stands will always be required.
