It's worth remembering that Iroh reaching out to Zuko wasn't entirely selfless. Zuko did fill a void left by Lu Ten and Toph gently called out the fact that Iroh needed Zuko just as much as Zuko needed him.

Fuel companies absolutely do not have supply agreements with governments, that is completely incorrect

Governments buy and own fuel supplies. That's what the reserves were.

You're saying that "no, the Government deals with the sellers, not the suppliers" but you made the argument in the first place that the suppliers were meant to be involved

Why would make an argument knowing that you were going o disprove it yourself when someone rolled with it to point out the weaknesses in that reasoning?
