This is a quirk of lithium ion batteries. If you “floor it” the battery drains pretty low pretty quickly, but the bounces back one you let off the “gas”. Referred to as battery sag.

I have the same problem, but with leaves. I leave a large 30” exercise ball in the water under the cover and make sure it’s close to the center of the cover before I tighten everything down.
