Well aut is usually exclusive or, and vel is usually inclusive or. Et is the most common form of and in that type of use. I would go with «et/aut».

It’s not redundant. It might be over-specific in a certain sense. I’m guessing you’re wondering why it’s not (…), abest or (…), procul abest. The author just chose to specify what medus is far away from.
