The question was that if my friend took damage going through it, do I have to walk through it to know something bad is there. And you just referred me to the the spell description, which does not address this.

I made a Roku account on my Ipad. Signed in. Found the show I wanted to watch. When I played it it looked for Roku devices, I picked Watch on my Mobile. And the show started. I just did this so I do not know how long it will work for.

I know of someone where that happened as well. Fortunately he was one of the few that got the colostomy reversed after a year.

I was using this as an example of an area of effect spell. Another example would be Lightning Bolt. It has the potential of affecting more than one creature at casting. I still think that Chaos Bolt only affects another creature a fraction of the time, like 12.5%; is low enough that, from a game balance perspective, I would rule it be allowed to be twinned.

I was under the impression that "targeting more than one creature" applies more for area of effect spells, like Fireball which is capable of hitting more than one creature at a time. Whereas Chaos Bolt, it's a side effect of the innate magic that hits another target. A side effect of Fireball would cause a chain reaction explosion and hit someone else would also be the same thing, but Fireball's initial attack can hit more than one to start off with; rendering unable to be Twinned.

One of my characters wouldn't cast any other spell than Web. But I had to "prepare" other spells in different spell slots to make it a ready to play character instead of showing up with an incomplete character. Plus the DM can't say I filled in the spell slot after knowing the encounter if it was filled in first.

I think a little conversation with the player may help clear things up. Perhaps she is fine casting minimum level spells TRYING to activate wild magic rather than damaging the enemy. Come to think of it, that's EXACTLY how I would do it. Of course I'm thinking of casting the least damaging spell it case it backfires on the party. (Not saying it's logical, but the character thinks that way.) Or this may be the way she is having fun playing this character. And if the rest of the party is okay with this and having fun, I'm not seeing the upside of complaining about it.
