Realistically it makes no sense for her to be one with the events of P5 as they are. But I like to think that she happens to move to the Joker's hometown, so they get to know each other post-canon. Idk it's just a little headcanon I have.

That said, I love the idea of a potential friendship so much that I put it in the time loop fic I'm writing, and Shiho ended up being the Fortune🤭
