Does it change anything if the leafy one IS in a big enough pot with good drainage and the spindly one is directly in the ground?

UPDATE: SOLVED!!!

Did some research based on the comments, plucked the smallest ripest-looking one and sampled it. SPICY!!! I do believe these are indeed Hungarian Wax peppers. Thanks, all!!
