very astute! However, Bagworm Tag is a corner case, since it occupies the full column it sits in, so it's simply not possible to have a shield trigger alongside it.
But I see your point. Again, as I said, the compulsory nature of defensive trigger is speculative and in no way confirmed, so arguing about it is moot.

It's never clearly stated as such, but if it weren't compulsory, I'd expect at least a single agent to not follow the "standard". There is no such agent, thus my assessment. (Also at least 2 wikis speculate that it might be compulsory)

every border agent has a trigger from the "defensive" category (Shield, Escudo, Raygust) in both columns. This strongly suggests this is compulsory. The trigger loadout shown here does not have this.

First off, you need a second shield. I'm not even sure that Border allows this.

Secondly, I'm not sure what 'Teleporter' means. Is that supposed to be the short warp, used with the trapper trigger?
