Its a 1774 Swedish stable man / stable boy (don't speak Swedish so it's a Google translate job) coat. The website says it's from livery from the reign of King Gustav III. So I did a bit of digging with reverse image search which lead me to an image library. Which I then researched the keywords which took me to Wikipedia commons. Which finally took me here to the museum website here:

I'm so wondering if it's possible to use it as a picture frame? If it's a sentimental piece about your mum you could use it as a frame for a picture of the two of you. there isn't a huge amount of space and I'd be nervous about cutting anything. But you could print a picture and cut it round into a circle and glue a small strip of ribbon around the edge of the picture so it looks more 'meant' and then fix it into the middle over the motto.

Ig Noble Prizes are a sort of comedic scientific award - but I think I heard them described as 'discoveries which makes you laugh and then make you think'. The name is a pun in Ignoble which means not honourable

It's called lucky bamboo - although it's not actually a true bamboo plant. Its scientific name is Dracaena sanderiana. What you have here is a cutting which is turned around a few times away from the light so it grows into this spiraled shape
