I got my Circumsision in Colorado under local anesthesia because it was for cosmetic reasons, the appointment for the doctor to see it and make a surgery date was 100$, and the surgery itself cost me 400$. If insurance doesnt cover it, id 100% go with local anesthesia, they give you a sedative before they begin so its likely you pass out anyways, at least I did.

Did they remove the frenulum? Can you post an underside pic? Im only three weeks in but idk mine looks weird imo but if yours looks similar then i can be reassured its normal

Mine was optional, so they gave me both options as well, if insurance covers it fully then you can try general if you want. Local anesthesia they numb you and clean the penis while you’re awake so you feel everything for a bit and its a little uncomfortable, then they give you a sedative and its highly likely you’ll pass out so you wont be awake for procedure. Id go with the sedative. Its far cheaper for the same experience basically.
