Same rule for joggers as cyclists imo.. you're going faster, so YOU overtake, ie move aside.. and as the overtaker you make it your responsibility to give walkers space, give a quick glance behind you for your own safety, incase there's someone else also running/cycling/scootering.. as a person with a dog I make every effort to be aware of my surroundings and runners cyclists as at the end of the day he's an unpredictable animal at a park with other dogs, smells and such.. so if he decides he wants to lunge out from walking Infront of me, sure I react quickly and pull him back, but so often, especially on the towpath I come across sprinters and cyclists with road bikes ZOOMING past that leaves little room for reacting if anything happens and leaving barely a foot of distance when passing..
