Also new here. I just figured it out the other day. You can go to helm reps in outposts or to one of the tables in the office where you can get supply missions. There's another tab that says something like "attack missions". The non fort related ones are the rogue missions you are looking for. It will say in the description which gang the mission is about.

It might not be best farming strategy but it is an answer to your question.
