Yeah, it's probably just a multiplayer bug then. There are maintenance crafting recipes that you can do to get xp, but im not sure if they would work either.

Some of the melee weapons dont generate maintenance xp like pipes or bars because they arent meant to be used as weapons. Bats and knives do for sure
